Local authority involvement in the creation of employment: a study in South Wales

In recent years local authorities in Britain have become increasingly active in the field of economic development and job creation. This article discusses the economic efforts of local authorities in one particular region, South Wales. The range of activities intended to alleviate unemployment is described and, for a variety of reasons, found to be inadequate. They are unlikely to have induced any job creation that would not otherwise have taken place. External constraints posed by central government and the variety of regional economic development institutions are important but so too are local and internal factors. The article concludes by referring to an alternative local approach to employment creation.
