By 1981, six districts in Xinjiang province specialize in quality cotton growing taking advantage of the favourable environment. Together with the rich supply of animal fleece and crude oil, it provides a sound foundation for developing textile industries. Further improvement of quality products to raise their competitiveness in markets is needed. The uneven distribution of labour and natural resources, availability of transportation and marketing outlets are given as factors for the rational allocation of development efforts. (TNC).
