Abstract

Another installment in a series of articles on urban and economic development at Noril'sk focuses on the experiences in urban planning and design. Special attention is devoted to efforts to defend the city from strong winds and blowing snow through the proper orientation of streets and building ensembles. The themes of "trial and error" and "management by crisis" appear throughout, ideas which explain how planning knowledge was acquired in the city and the sequence in which planning problems were addressed.
