Abstract

Professional and academic opinion has tended to polarize within a concentration-dispersal debate, but this predilection for rural planning at county level has often ignored opportunities for positive planning at the local scale. Evidence from the U.K. suggests that any re-evaluation of rural settlement planning should be centred on a return to the principle of planning as a problem-solving process.
