Abstract

State programs for transforming the conditions under which the rural population lives in Algeria since independence are more related to actions for redistributing income than to policies aimed at increasing income and diversifying its sources. Land improvement projects, farm credit programs and various sorts of aid to producers have had limited impact. Non-agricultural projects have also had little effect upon living standards in spite of local initiatives. This ineffectiveness is partly explained by the forms of domination by elites who misappropriate for themselves resources produced by public works.
