Abstract

Dependable supplies of relatively low-cost energy underlie most of the reasons offered for the growth of population and economic activities in nonmetropolitan areas in the past decade. Accordingly, increasing energy costs and supply uncertainties constitue a reconcentrating influence. This influence may be ameliorated by small-scale, community-based efforts to reduce petroleum dependence through conversion to alternative energy sources and technologies.
