Abstract

Slum formation in the filtering model is postulated on socioeconomic change in a neighborhood: a group of residents is replaced by another of lower socioeconomic status. The result is deterioration. Over-the-Hill, an inner-city slum in Nassau, Bahamas, provides evidence that slums in Third World cities may develop in ways not indicated by this model. Over-the-Hill originated as a segregated suburb on the periphery of the white areas of Nassau during the eighteenth and nineteenth centuries.
