Transforming mineral enclaves: Caribbean bauxite in the nineteen-seventies

Abstract

In the nineteen-sixties the pronounced enclave character of Caribbean bauxite mines was ascribed to the linkage patterns generated by multinational ownership of a capital-intensive entreprise. Subsequent experiments show that important obstacles to increasing Caribbean bauxite's regional growth stimulus had been neglected. Confrontation with the corporations over ownership and taxation substantially increased fiscal linkage in the Caribbean at the expense of forward linkage, which offers greater economic potential, but requires corporate-host country co-operation for implementation.
