This paper examines the climate-controlled variability of water availability and its variation over the last century, with an emphasis on changes in precipitation amounts. It also suggests possible responses to future climate change. A physical explanation of precipitation variability requires some considerations of changes in the synoptic situation. A standard statistical analysis of station observations is used to provide practical long-term trend information and to suggest where further exploration of synoptic conditions might be worthwhile
