Abstract

The article briefly describes the recent evolution of EU urban policy that has led to the incorporation of investments included in integrated urban development plans and programs as priority projects for Structural Funds support for 2007-2013. Although some restrictions exist, notably regarding housing, the fact that urban poliy is now part of the mainstream of EU structural policy instruments is one of the major changes in the new financial perspectives. A second major change is the incentive to use non-conventional financial mechanisms to support urnab projects to ensure the sustainability of EU action. JESSICA is presented as an innovative solution to leverage the public and private funds necessary to respond to the challenge of giving new life to European towns and cities. - (IfL)
