Abstract

The paper examines the textile and clothes production cluster of Herninging western Jutland, Denmark, which came into existence from the 1930s and expanded successfully after World War II. Meeting competition from the low wage countries of Central-Eastern Europe and East Asia after 1990, it has survived with virtually no unemplyment. On this background, three problems are discussed : the meeting of globalization by openness, innovation and entrepreneurship. Current cluster theories, which are critiqued, in particular socio-cultural attitudes, are argued to be more important than trade relations between firms, and regional policies, which cannot be based on the creation of clusters
