Germany has a rich cultural heritage, especially a rich tradition of cultural institutions under public patronage. This is due to the fragmentation of the historic German states ("Kleinstaaterei") and to the gentry demonstrating wealth and independence. Two states in Germany, Thuringia and Saxony have the highest density of cultural institutions compared to all other German states. After unification the preservation of cultural heritage came under pressure. The cultural sector faced challenges of competition, institutional changes and the migration of people to the west. Generous grants for the eastern states were given by the federal government, but ran out in 1993. New strategies of public funding for the arts and culture had to be developed and established. Due to the German system of cultural federalism these strategies are different in every state. - (IfL)
