Abstract

At the dawn of the twentieth century Burma was the richest country in Southeast Asia. At the dawn of the twenty-first century, it was the poorest. The A explains the story of Burma’s financial system, of its banks, moneylenders and micro financiers from colonial times to the present day. Solving the essential problem of creating a viable financial system in Burma will require fundamental institutional reform of the country’s political economy. Such reform will require, at a minimum, the creation of effective property rights, freedom to contract, government of laws rather than of men…and a modicum of macroeconomic stability. - (GL)
