Abstract

In respect to the disputed State of Jammu and Kashmir, whose independence neither India nor Pakistan will countenance, The A. suggests that the two powers agree instead to the establisment of a Kashmir Autonomous Region, that a People's Assembly be elected, and that a plebiscite be held to determine which areas shall become part of the KAR and which be fully integrated into India and Pakistan
