The introduction of computer-based information systems in the new democraties of Central and Eastern Europe raises important questions. It seems essential that those countries adopt regulations that will encourage its relatively unfettered flow. In the key areas of data protection and intellectual property there are strong indications of Western influence. This is occurring in different ways. The United States acts more directly in the case of intellectual property
