Abstract

Evidence from Korea and Taiwan is used to show that the growth of the dragons is not driven by comparative advantage and that their industries were set up independently of their competitiveness. Some became competitive by exporting. Industrialisation exemplifies a variety of forms of local initiative by a dirigiste state. Similar policies could not be applied in the different place that is Australia
