Abstract

The current planning and restructuring of South African cities is being guided and regulated by a complex net of integrated, parallel and divergent strands of planning, environment and development policy and legislation. An examination of the implementation of these policies in Clermont suggests that there is the possibility of ideals being undermined when confronted with the needs of poor marginalised communities. - (AJC)
