Abstract

Article presents a case of how an indigenous people can be empowered to ensure the survival of the forest on which they, in part, depend. In 1974, the Ikalahan/Kalanguya community in the Caraballo Sur Mountains of the Northern Philippines negotiated an agreement with the state that gave them authority over ancestral forest lands. The resulting community-enforced rules have protected the forest and sanctions have made rule breakers make amends to the forest and to the community. - (SLD)
