Paper broadens the debate between neo-liberal orthodoxies assuming an Andean environmental crisis and alternative development orthodoxies refusing to accept that some regions may be in irreversible decline. Author uses case studies from the departments of Potosí and La Paz to argue that with social capital formation there can be rural regeneration that links localities more effectively with state, market, and other civil society actors. The roles of syndicalist organizations and NGO agencies are discussed. - (SLD)
