Abstract

In the first year of the Russian civil war Bolshevik activists invented agitational vehicle to attract the support of peasants and workers in politically unstable areas. The paper discusses the agitational vehicle's largely unrealized potenial as a means of linking the processes of state-building and nation-building. The Communists failed to appreciate the importance of that experience as a seed-bed for citizenship.
