The paper attempts to answer several interrelated questions about the international community's role in coping with humanitarian crises. There is a discussion about the radical transformation of the international community's response to crises from a clearly defined committment to provide basic needs for disaster victims and refugees to an intervention within countries racked by civil unrest and oppressed populations
