The paper aims to examine in detail the Glasgow tenement, and the responsibilities of the various owners therein. It explores the Scottish practice of factoring and the way in which the factors' role has changed in recent years. It also attempts to assess whether the rather negative image of factoring in the public mind has any foundation in fact. Discussion of the various attitudes to repair held by both owners and factors. Increasing role of housing associations and local authorities in the factoring process
