Abstract

In June 1991, after having endured six years of precipitation drought, Santa Barbara County residents voted on extending California's State Water Project to their county. The A. situates the drought and the election results within their political-economic, technological, ideological, and environmental contexts to tell a different story about why importing state water was approved throughout the county.
