Abstract

Since the 1960s, three major changes have occurred in the Western aid regime. The international coordination of the Western aid programs has increased. The US role as the dominant aid donor has come to an end. The countries of the European Community and Japan dominate Western aid-giving today. A framework for coordination of the aid program within the EC has emerged. The geographic distribution of aid has been altered, but there is not a panregional division among the donors
