Abstract

The shift from the traditional centralised approach not only involves new reponsabilities for urban residents, but for local authorities. Four problems are singled out for detailed consideration. There is a crucial constraint on meeting the financial demands for the provision of shelter and services: the official discouragement is often directed toward informal-sector employment. Appropriate policies must be adopted by governments which involve local communities in the planning process
